Is there a way to minimize the layout in such a way that I can fit the GPS, GSM, power source, and antenna in something the size of a USB stick? Are there any products on the market that are already this size? I need independent power since the device will not always be plugged in. Also, the antenna can be separate as long as it is not "stiff" and can be wrapped or stuffed around a casing.
Your best bet is GSM LGA modules to reduce the module footprint. You can compare the dimensions of various LGA modules at GSM LGA Modules.
Thanks for the tip on LGA. Do I also need a SIM card for these? I am looking to retrieve the following from the module:
1. MCC - Mobile country code
2. MNN - Mobile network code
3. LAC - Location area code
4. CID - Cell ID
5. Mac Address (if it can connect to a wireless network)
Can I do this with an LGA module, antenna, and small battery? Or do I need anything else?

Depending on your project it might be the case that you use AT&T network for your device in which case our GSM module will not work as we don't have AT&T certification. It should work fine with other networks. GPS and Glonass modules can work anywhere.

Is this a ETSI or a FCC standard? I am joking. To get is small is no problem. Getting a reasonable ground plane is a problem. With a out of the shelf antenna most developers will run in trouble.

Just managed to get to this post via browsing the net and have a development (client) requirement to investigate and cost the possibility of trackable clothing so any small lightweight (and best of all solar power) modules would be of great use. Could you please provide some information about the project/availability/specification/costs?
You can take a look at Quectel's M95 GSM/GPRS module. It's 19.9 x 23.6mm in size. It might suit your device.
By the way most of the USB GSM modem manufacturers use chipsets directly instead of a module since it's much smaller in size compared to a module, but of course the design isn't as easy as it could be with a module.
